He obtained his Ph.D. in finance (1995) and MBA (1991)from the University of Texas at Dallas．Before his assuming managing director of CVCRI，he was the Director ofChinaAccounting and FinanceResearch Center and Associate Head of the department of accounting and finance at the Hong Kong Polytechnic University．Dr. Chen joined the University in October 1995．
Prior to joining the University in 1995，Dr. Chen worked in the commercial world as a Financial Analyst , In Asialnfo Inc.，Dallas，U．S．A．responsible for financial analyses and planning for China-related investment projects：and as a Business Analyst in the National Development and Research Corp，U．S．A，responsible for conducting Various analyses associated with business and political risk for investments in large power projects in China．
